বাংলাদেশে সরকার রাজস্ব সংগ্রহের একটি গুরুত্বপূর্ণ উপায় হলো Tax Deduction at Source (TDS) এবং Value Deduction at Source (VDS)।
এই দুই প্রক্রিয়ার মাধ্যমে সরকার বিভিন্ন পেমেন্ট পর্যায়েই আগাম কর সংগ্রহ করে।
অর্থাৎ, কোনো ব্যক্তি বা প্রতিষ্ঠান যখন অন্য কাউকে পেমেন্ট করে, তখন নির্দিষ্ট হারে কর কেটে নিয়ে সরকারে জমা দিতে হয়।
এই ব্লগে আমরা বিস্তারিতভাবে জানব— TDS ও VDS কী, কিভাবে হিসাব করতে হয় এবং ২০২৫ সালে এর মূল্যায়ন প্রক্রিয়া কেমন।


📘 TDS (Tax Deduction at Source) কী?

TDS হলো এমন একটি ব্যবস্থা যেখানে কোনো ব্যক্তি বা প্রতিষ্ঠান অর্থ প্রদানের সময় আগেই সরকার নির্ধারিত পরিমাণ কর কেটে রাখে এবং পরে তা NBR (জাতীয় রাজস্ব বোর্ড)-এ জমা দেয়।


👉 উদাহরণ:

  • বেতন,
  • ভাড়া,
  • সেবা চার্জ,
  • কমিশন,
  • কনট্রাক্ট বা সাপ্লাই বিল ইত্যাদির ক্ষেত্রে TDS প্রযোজ্য।

আইনি ভিত্তি:
Income Tax Ordinance, 1984 এর বিভিন্ন ধারা (যেমন 52, 52A, 53, 53F) অনুযায়ী TDS কাটা বাধ্যতামূলক।

🧾 উদাহরণ:

আপনি যদি কোনো কনসালটেন্টকে ১,০০,০০০ টাকা পেমেন্ট করেন, তবে নির্ধারিত হার অনুযায়ী (ধরা যাক ১০%)
👉 ১০,০০০ টাকা TDS হিসেবে কেটে রেখে
👉 ৯০,০০০ টাকা কনসালটেন্টকে প্রদান করতে হবে।


📗 VDS (Value Deduction at Source) কী?

VDS হলো Value Added Tax (VAT)-এর আগাম কর্তন।
এটি সাধারণত সরকারি, আধা-সরকারি বা বড় বেসরকারি প্রতিষ্ঠান তাদের সাপ্লায়ার বা ঠিকাদারকে পেমেন্ট করার সময় কেটে রাখে।
এর মাধ্যমে VAT আইন ২০১২ অনুযায়ী সরকার আগাম ভ্যাট সংগ্রহ করে।

আইনি ভিত্তি:
Value Added Tax and Supplementary Duty Act, 2012 অনুযায়ী এই কর্তন করা হয়।

উদাহরণ:
ধরা যাক, কোনো প্রতিষ্ঠান ১,০০,০০০ টাকার পণ্য ক্রয় করল। যদি VAT হার ১৫% হয়, তাহলে প্রতিষ্ঠানটি ১৫,০০০ টাকা কর্তন করে VDS Challan এর মাধ্যমে জমা দেবে।


⚙️ TDS ও VDS মূল্যায়ন (Assessment) প্রক্রিয়া

১. লেনদেন শনাক্তকরণ:
প্রথমে প্রতিষ্ঠানকে নির্ধারণ করতে হবে কোন কোন লেনদেন TDS বা VDS এর আওতায় পড়ে।

২. হার নির্ধারণ:
NBR কর্তৃক প্রকাশিত TDS/VDS rate chart থেকে প্রযোজ্য হার নির্ধারণ করতে হবে।

৩. কর্তন ও জমা:
নির্ধারিত কর কেটে **Sonali Bank/NBR online portal (https://etaxnbr.gov.bd)**-এর মাধ্যমে জমা দিতে হবে।

৪. চালান ও সনদ প্রদান:
কর্তনের প্রমাণ হিসেবে সংশ্লিষ্ট ব্যক্তি বা ঠিকাদারকে TDS/VDS Certificate প্রদান করতে হবে।

৫. Return Submission:
মাসিক বা ত্রৈমাসিক রিপোর্ট যথাসময়ে জমা দিতে হবে।

৬. NBR Assessment:
NBR কর্তৃপক্ষ কর্তনকৃত কর ও জমা দেওয়া রিপোর্ট যাচাই করে assessment order জারি করে।

1️⃣ What is TDS and VDS?

TDS (Tax Deducted at Source):

TDS means a certain percentage of tax is deducted at the time of payment by the payer (deductor) and later deposited to the National Board of Revenue (NBR) on behalf of the payee (recipient).
It ensures the government receives tax at the source of income generation.

Example:
A company pays Tk. 1,00,000 to a supplier for professional service.
If the TDS rate is 10%, then Tk. 10,000 will be deducted as TDS and deposited to NBR.
The supplier will receive Tk. 90,000 after deduction.

Legal base:
Sections 50–58 of the Income Tax Ordinance, 1984 specify various TDS rules.


VDS (VAT Deducted at Source):

VDS refers to deducting VAT at the time of payment for goods or services.
The buyer (usually a VAT-registered entity or government organization) deducts VAT from the supplier’s bill and pays it directly to NBR.

Example:
If a government office buys goods worth Tk. 1,00,000 and VAT is 15%, then Tk. 15,000 will be deducted as VAT and deposited as VDS.
The supplier will get Tk. 85,000 and a VDS certificate.

Legal base:
Under Value Added Tax and Supplementary Duty Act, 2012 and VAT Rules, 2016.


📆 2️⃣ What is the Tax Assessment Year in Bangladesh?

In Bangladesh, the tax assessment year runs from July 1 to June 30 of the following year.

  • Income Year: The period during which income is earned (e.g., July 2024 – June 2025).
  • Assessment Year: The year immediately following the income year (e.g., July 2025 – June 2026).

So, if you earned income between July 2024 and June 2025, your assessment year is 2025–2026.


💰 3️⃣ How is AIT Calculated in Bangladesh?

AIT (Advance Income Tax)

AIT is a tax collected in advance at the time of import, export, or specific financial transactions.
It is later adjustable against the final income tax liability at year-end.

Example (Import):
Suppose a business imports raw materials worth Tk. 10,00,000.
If AIT rate = 5%, then:
👉 AIT = 10,00,000 × 5% = Tk. 50,000

This Tk. 50,000 will be adjusted when the business files its annual income tax return.

Common AIT deduction points:

  • At the time of import (u/s 53)
  • On export proceeds (u/s 52BB)


🧮 4️⃣ How to Calculate VAT and AIT in Bangladesh?

A. VAT Calculation Example:

Suppose a company sells goods worth Tk. 1,00,000.
The standard VAT rate is 15%.

👉 VAT = 1,00,000 × 15% = Tk. 15,000
👉 Total invoice = Tk. 1,00,000 + Tk. 15,000 = Tk. 1,15,000

If the buyer is required to deduct VDS, they will:

  • Pay Tk. 1,00,000 to supplier
  • Deposit Tk. 15,000 as VDS to NBR
  • Issue VDS certificate to the supplier


B. AIT Calculation Example:

If the AIT rate for a transaction (say import) is 5%, and import value is Tk. 2,00,000 —

👉 AIT = 2,00,000 × 5% = Tk. 10,000
This amount will be adjusted later against the final tax payable.
